Abstract

In the paper we present the definitions of most popular proportional allocation methods. Then we study some of their properties comparing these methods and providing the justification of their definitions. Then we present the results of simulated application of various allocation methods to the results of parliamentary elections in Poland in 1993 and 1997. Further on we discuss the problem of apportionment. Also we study the measure od deviation from proportionality. We close with statements on the superiority of some allocation methods.

Key words: proportional allocation, electoral system, apportionment.
